Additional considerations include availability of a diagnostic assay for product (activity,& antibody etc), safety compliance (BSL etc). Most importantly because we are an academic facility (with no internal subsidy), we integrate initial trial results for better outcomes. Most commercial entities require an upfront regardless of what happens. NIH subsidized centers costs start around $75/hr and avoid commitments on yield altogether. Commercial facilities range from $500/mg to $10000/mg. Ranges reflect the list of considerations.
